Um yeah those are called CDTS(converted dart tag stefans) only you use regular darts rather than taggers.

Polycarbonate sheet cut it to the size of the front and glue/screw it on.

Generally they are but they fall under the "homemaide" catigory so all depends on rules, they're banned at all nerf wars i've been to, well not exactly nerf wars, but that's besides the point somebody got shot at close range in the eye...Long story short it depends on ranges.
